GAO's review of air traffic controller staffing, at the Chicago O'Hare and Denver Stapleton Airports and at the Chicago and Denver enroute traffic control centers indicated staffing level problems only at O'Hare. Some problems with controller training were noted at each facility. FAA is taking steps to alleviate the staffing problem at O'Hare and to correct some of the training problems. GAO also found no correlation between aircraft accidents or violations of FAA's separation standards for aircraft and controller staffing level or training. (Author)

Air traffic controllers provide a vital service in ensuring the safe andefficient flow air traffic through the nation's airspace. Since 1961, the Federal Aviation Administration (FAA), the agency with responsibility for the National Airspace System and its facilities, has used formal staffing standards to determine staffing requirements for air traffic control facilities. In recent years, variances between estimates provided by the staffing standards and actual staffing levels at specific facilities have raised questions about the accuracy of FAA's forecasts for individual facilities. A brief overview of the air traffic control system, the major facilities in which controllers work, and the nature of controllers' work is provided. An outline of the remaining chapters of the report is given in the final section.
